It is issued on the basis of an official invitation obtained by the Russian host organisation — typically a cultural institution, festival organiser, or exchange programme — from either the Ministry of Internal Affairs or the Ministry of Foreign Affairs of Russia. Travellers whose nationality is eligible for Russia’s unified e-Visa may alternatively use the e-Visa for short cultural visits of up to 30 days, since the e-Visa explicitly covers participation in cultural events. As with every Russia Visa category, the final decision on approval rests solely with the Russian diplomatic mission or consular post.

You may apply for a Russia Cultural Exchange Visa if:

- You hold a valid passport with at least two blank visa pages and sufficient remaining validity.
- You have arranged travel medical insurance valid for your entire stay in Russia.
If your nationality is eligible for the unified e-Visa and your visit fits within its 30-day, single-entry limits, you may use the e-Visa instead, without needing a formal invitation.

Standard humanitarian visa processing, once the invitation is obtained, can range from around 4 working days for express service to up to 20 working days for standard service. Obtaining the invitation itself from the Ministry of Internal Affairs or Ministry of Foreign Affairs can take additional time, depending on the host organisation’s processing. The unified e-Visa, where applicable, is processed within 4 calendar days of a complete submission.
