Estonia Family Reunification Visa Overview
The Estonia Family Reunification Visa is a residence permit pathway that enables non-EU/EEA/Swiss family members to join relatives legally residing in Estonia for long-term settlement. Eligible categories include the spouse or registered partner of someone living in Estonia, dependent children, parents or grandparents of an Estonian resident, and, in limited circumstances, a foreign citizen over 65 who cannot care for themselves and has a family member in Estonia able to do so. Everyone who is not from the EU/EEA/Switzerland must apply for this Estonia Visa category, since EU/EEA/Swiss citizens do not need one to reunite with family in Estonia. The sponsor in Estonia must hold a valid temporary residence permit or another form of legal residence for the application to proceed. Approval is decided solely by the Estonian embassy/consulate and the Police and Border Guard Board (PPA).
Eligibility
You may apply for an Estonia Student Visa if:
- You have received an admission offer or acceptance letter from a recognized educational institution in Estonia.
- You are travelling to Estonia primarily for full-time education, academic training, research, or an approved study program.
- You intend to stay only for the duration permitted under your student visa or residence permit.
- You hold a valid passport with sufficient validity from the date of entry into Estonia.
- You can provide proof of admission, accommodation arrangements, and a planned travel itinerary.
- You have sufficient financial means to support your tuition fees, living expenses, and other costs during your stay in Estonia.
- You satisfy the visa requirements prescribed by the Estonian immigration authorities.
If study is the primary purpose of your visit, it should take precedence over any other reason (such as tourism or visiting family and friends) when preparing your supporting documents, as the purpose of travel determines the documentation required for your Estonia Student Visa application.

Lower state fees apply specifically when settling with an Estonian citizen spouse or close relative, effective since January 2025. Information may vary depending on individual circumstances; confirm the current fee at politsei.ee.
Estonia Visa Processing Time
Processing time for the Estonia Family Reunification Visa varies depending on the specific family relationship, the sponsor’s residence status, and the completeness of supporting documentation, and generally takes longer than transitory Schengen visa categories. Because relationship documents such as marriage or birth certificates typically need to be recently issued (within the last 6 months for birth certificates) and properly translated, applicants should begin gathering documentation well in advance. Applicants should confirm current processing estimates directly with the Estonian embassy/consulate or the PPA handling their case.
